Not unless they have something (A gene mod, cybernetic limb, peculiar steed, etc) that requires its own application. So long as it makes sense for the lore and you enjoy the character, you're free to play whatever you feel. The only exception to this is custom species, which sometimes need direct character approval by their loremaster to be played.
