I'd like to talk about the specific nature of the ammunition that's supposed to be specially designed for this firearm. If they don't perform any unprecedented task or utilize some new compound in their shells, then this whole thing can just exist within setting, and does not require an app.
The shells have a special primer that will accept the new striking position but deny standard striking position, the shells work exactly the same as normal shells. The new shells, made by Zithron, will be either firing rubber or bean bag less lethal ammunition. Basically making the shotgun a perfect non-lethal weapon.
Alright, if that's the case then, there is a precedent for this tech. Note that while both the weapon and the tech work differently than typically expected, there's nothing so new happening here that it stretches any extant rules or applied tech in-setting. That said, this doesn't need to be app'd, and can be used as-is. As a side note, I would suggest making sure the firing mechanism, as well as the custom shells, are explained transparently on your character's shop page, to make sure people don't get the wrong idea and try using it for something it's not capable of doing (e.g.- loading a regular shell and expecting it to work) I move for an app Deferral
