Laser/Thermal/Radar guidance hooked up to a small targeting computer in the arrow that manipulates the fletching kindoff like the rudder on a plane or fins on a missile. This wouldn't be an amazingly accurate guided arrow, but it would be guided. Additionally you could install a small booster to make it self propelled but that would make for one expensive arrow.
